Below please find comments/questions from Dynamic Energy on the Next Generation Solar Incentive 
Program.  Please reach out with any questions. 

Thanks to DOER for the tremendous work on this.  


1.       In the case of 3rd party owned systems, what does the system owner receive and what does the 
host customer receive? Is the incentive and avoided cost separate? If the incentive paid to the 
system owner, what does the utility account (host) customer receive?
2.       Is the incentive treated as taxable income?
3.       What happens after the 15-year tariff term? What benefit is a 5 MW-ac, non-metered system 
eligible for?
4.       Can multiple systems be sited on the same parcel? 
5.       Can points of interconnection be shared by separate systems?
6.       Does the project have to be interconnected to a distribution controlled DG circuit or can the 
system be interconnected at an ISO controlled transmission point?
7.       What is the definition and specific determining source for each of the eight Siting Criteria from 
the presentation slide 10?
